JOB SUMMARY:

 

Plan, develop, implement, monitor, and evaluates all VA educational benefits programmatic efforts within the university community. Maintains institutional compliance with federal and state legislation, Veterans Affairs (VA) educational benefits, and requirements outlined in the Department of Defense (DoD) MOU, service branch Tuition Assistance (TA) programs, and the VA School Certifying Official Handbook. Performs other duties as assigned.

JOB DUTIES:

 

40% - Essential - Compliance Management and Reporting: Subject matter expert on federal regulations, compliance, and educational benefits. University representative between student veterans and military-connected students and the VA. University liaison to the State Approving Agency (SAA). Responsible for yearly catalog reaffirmation, new program approval requests, and site compliance survey consultations. University POC to VA Education Liaison Representative (ELR). Maintains internal Policies & Procedures manual on all university guidelines and best practices related to federal educational benefits Coordinates with university departments. Primary point of contact for VA Compliance Surveys (audits). Manage and monitor all budgetary matters and the use of the Annual Reporting Fees budget. Interprets and recommends institutional best practices and policy within broad guidelines and ensures policy is implemented and maintains federal regulation compliance. Coordinate data processing procedures and ensure data integrity and responsible data stewardship within university systems and external reporting platforms. Develop, acquire, and report data to the VA weekly, monthly, and yearly based on federal requirements. Interpret laws, rules, and regulations governing federal and state VA compliance.
30% - Essential - Leadership: Supervise School Certifying Officials and VA work study students including selection, training, evaluation, and coordination of work tasks. Manage university VA enrollment certification cycle and timeline. Certify enrollments and lead efforts to cross check student billing information with tuition monies to guarantee tuition/fee compliance. Ensure VA Educational Benefits Team maintains knowledge of and compliance with state and federal legislation. Serve on various university committees and task forces to ensure internal office knowledge is up to date. Counsel individuals and groups concerning institutional policy, procedures and regulations. Meet with current students and prospective students and families seeking to use VA educational benefits. Represents office at campus events.
15% - Essential - Training & Development: Interpret and explain legislation and VA regulations and impact on students. Design and deliver presentations, workshops, and educational training materials related to VA and TA educational benefits. Develop materials for and train academic advisors and other university staff. Ensure department completes required annual training to remain current on federal regulations, compliance, and benefits. Participate in local, state, and national professional development opportunities.
15% - Essential - Strategic Planning: Develop long-range plans and objectives for the department by creating an infrastructure that supports a positive university experience and results in students' persistence to graduation. Use data analytics and reporting from Banner, Slate, CU Navigate, Business Objects and The VA's Enrollment Manager to actively tailor support for veterans and military-connected students, including a term-based communication plan. Coordinate with a variety of other offices at Clemson to plan, support, and improve the process and experience for students using federal VA educational benefits. Coordinates regularly with the Military & Veteran Engagement office to ensure continuity for the population served by both offices.

MINIMUM REQUIREMENTS:

 

Education -  A bachelor's degree and experience in student services programs.

COMPENSATION INFORMATION

 

Expected Salary Range ($ 46,655.00 - $ 69,000.00)
 

Salary is dependent upon several factors including, but not limited to, a candidate's previous experience, knowledge, skills and performance in accordance with Clemson's compensation guidelines.

ESSENTIAL PERSONNEL LEVEL

 

Normal Operations
Required to follow emergency facility closure directives, and not normally expected work on-site during emergency situations.
