JOB SUMMARY:
Receives general direction from Communications Manager. The principal purpose of this position is to coordinate, conduct, and develop training programs for the Public Safety Communications Center. The Communications Training Coordinator will be expected to work independently in a fast-paced environment, manage projects to completion with guidance from their manager, all while maintaining and developing the relationships inside and outside the department. Performs all duties of a Dispatcher as needed during shift shortages, ability to work flexible schedules - day and/or night, rotating shifts, holidays, weekends, special events - based on the needs of the department. Other duties as assigned.
JOB DUTIES:
40% - Essential - Communications Training Officer: Research, analyze and evaluate service delivery methods and techniques in accordance with industry best practices. Develop and implement comprehensive on-boarding and training programs for new hires and ongoing professional development for staff. Certified as a Communication Training Officer (CTO), responsible for training and mentoring new dispatchers in operational protocols and best practices. Trains staff in work and safety procedures and in the operation and use of equipment and systems. Implement quality assurance and assessment measures for training programs and daily operational activities.
20% - Essential - Dispatch Communications and System Support: Provide dispatch coverage as required to maintain effective dispatch operations to ensure appropriate and timely response of emergency response units (Police, Fire or EMS). Effectively operate communications systems in support of operations (CAD, Radio, Phone, Text-to-911, CU Alerts, etc.). Serve as the designated Assistant Agency Terminal Coordinator responsible for CJIS NCIC mandated reports, validations, audits, deadlines, renewals, and related matters.
20% - Essential - Administrative Duties: Evaluates operations and activities for assigned responsibilities. Organize, develop, evaluate, and improve training programs using various teaching techniques and technology platforms. to enhance workflow and efficiency. Administer testing and complete applicable reports and feedback. Track certification and training records in conjunction with the Professional Development and Training Division. Prepare training reports on weekly, monthly, and quarterly basis.
10% - Essential - Policy and Compliance: Ensure compliance with department and administrative, policies, and procedures governing communications and dispatch services including applicable local, state, and federal regulations. Maintain and update policies, procedures, and manuals related to dispatch operations. Ensure that training programs adhere to emergency communication protocols, including NCIC, CAD, and other systems. Ensure training programs maintain compliance with SLED CJIS/NCIC policies and procedures. Provide proofs and ensure compliance with CALEA standards.
10% - Essential - Training Development and Quality Assurance: Collaborate with Public Safety to develop comprehensive training scenarios and standardized procedures, ensuring alignment with operational needs and industry best practices. Conduct monthly quality and assurance (QA) review of calls to evaluate adherence to protocols and identify areas for improvement. Utilize QA findings to recommend and implement targeted training programs designed to enhance individual and team performance. Maintain detailed records of training sessions, QA outcomes and ongoing professional development initiatives.
MINIMUM REQUIREMENTS:
Education - High School or Equivalent - SLED NCIC and SCCJA Basic 911 Certification required within 6 months of employment.
Work Experience: 3+ years
Three (3) years of continuous service experience certified as SLED NCIC and SCCJA Basic 911 Telecommunications (or equivalent) with two (2) years' experience as a certified Communications Training Officer.
Must be SLED NCIC and SCCJA Basic 911 Telecommunications Certified (or approved equivalency). Certified as Communications Training Officer. Must pass a background investigation.
PREFERRED REQUIREMENTS:
Three (3) years of continuous service experience certified as SLED NCIC and SCCJA Basic 911 Telecommunications (or equivalent) and possess at minimum a two year degree from an accredited college or university or 60 credit hours towards a bachelors degree or Five (5) years of continuous service experience certified as SLED NCIC and SCCJA Basic 911 Telecommunications (or equivalent) and two (2) years of demonstrated performance in relevant collateral leadership duties (i.e. Communication Training Officer (CTO)) and have completed 40 hours of documented in person supervisory and/or first-line leadership training.
Must be SLED NCIC and SCCJA Basic 911 Telecommunications Certified (or approved equivalency). Certified as Communications Training Officer. Must pass a background investigation.

$57,000.00
Salary is dependent upon several factors including, but not limited to, a candidate's previous experience, knowledge, skills and performance in accordance with Clemson's compensation guidelines.
ESSENTIAL PERSONNEL LEVEL
Essential Level 1 employee
Required to respond during an emergency closure or modified operations in order to provide the University's initial response to the emergency situation, including the execution of mission essential functions. Some positions in this category may be required to work remotely or be on-call.
