JOB SUMMARY:
Reporting to the Associate Dean for Academic Affairs (ADAA) in the College of Agriculture, Forestry and Life Sciences (CAFLS), and in coordination with the CFO and Director of the CAFLS Business Office, serves as the Business Manager for the academic units and other select units within CAFLS (the "served units"). Serves as the primary support person for the ADAA in managing the E&G budget for the college in a manner that demonstrates fiscal responsibility and good stewardship given college objectives. Is responsible for all fiscal management functions of the served units. Performs other duties as assigned.
JOB DUTIES:
30% - Essential - Fiscal Management and Strategic Planning: Serve as the primary support person for the ADAA in managing the E&G budget for the college. Serve as the lead authority on fiscally-related academic policies and procedures. Continually review fiscal policies and procedures to ensure best practices and controls are in place and advise on potential improvements to policies and procedures set by the college. Conduct audits and reviews of served units, and provide specialized trainings as needed. Oversee and ensure completeness of monthly reconciliations of revenues and expenses of the served units. Prepare special reports and projects as requested by the ADAA. Track financial commitments on E&G funds, including, but not limited to, anticipated future hiring, faculty startup, and graduate student commitments. Distribute applicable funds in a timely manner to served units (e.g. program, lab, and other tuition-related fees, classroom infrastructure funds, etc.).
20% - Essential - Budget Planning and Management: Work with leaders of served units to establish, maintain and monitor budgets for state, federal, E&G, self-generated, and gift monies to ensure adherence to fiscal policies and procedures of Clemson University relative to each funding source. Manage and assist with the annual budget development process for compensation, operating, travel, and generated funds for served units. Process budget amendments for served units, adjusting budgets throughout the fiscal year, based on monthly budget reports, and to ensure balanced budgets at fiscal year end.
20% - Essential - Payroll Management: In conjunction with the Financial Analysts, work with leaders of served units to prepare the annual salary roll. Ensure salary budgets are loaded correctly during the budget development process. Ensure employee efforts are reflected accurately in job earnings distributions and work with accountants of the served units to ensure payroll job earnings distributions are correct. Stay abreast of changes to job earnings distributions and approve submitted payroll corrections and ensure accuracy and compliance. Certify funding and accuracy of summer pay, pay supplements, dual employment agreements, student employment, etc., for served units.
15% - Essential - Supervision: Directly supervise the academic Financial Analyst IIs, providing onboarding, training and guidance on policies and procedures. Provide daily guidance and support for questions, problems, and concerns. Maintain good communication with all involved in financial activities, including those in the other mission areas of the college. Process security and training requests for financial and administrative staff in the served units.
15% - Essential - Other Responsibilities: Interpret and disseminate relevant information from Clemson University or CAFLS to served units. Track and maintain CUBS security and training requests, and buyWays approval amounts and approvers, for the served units. Supervise the submission of billing rates for the served units in coordination with the CAFLS Billing Rate Coordinator. Ensure all errors in served units are cleared by monthly deadline. Work with development office to manage gift records and provide guidance to departments on allowable uses of funds.
MINIMUM REQUIREMENTS:
Education - 1st Bachelor's Degree - Multiple accounting courses and professional experience directing professional accounting, auditing, banking, or finance employees.
Work Experience - 3+ years
PREFERRED REQUIREMENTS:
Education - 1st Master's Degree - Accounting, Finance, Business or related field
Work Experience - 5+ years - Accounting, Finance or Business Related Field

COMPENSATION INFORMATION
Anticipated Salary Range $78,500 - $126,547
Salary is dependent upon several factors including, but not limited to, a candidate's previous experience, knowledge, skills and performance in accordance with Clemson's compensation guidelines.
ESSENTIAL PERSONNEL LEVEL
Normal Operations
Required to follow emergency facility closure directives, and not normally expected work on-site during emergency situations.
